[kwyvloxk] Legislative deals

Would government be improved by providing legislators mechanisms to make more complicated deals with each other?

Perhaps any and all votes within a legislative session may be rescinded.  Or, somewhat equivalently, the legislatures votes on exactly one mammoth bill at the end of the session.  Not sure how votes on amendments to bills should work.
