Decrease the bandwidth or increase the latency of a device's, e.g., smartphone's, network connection. I strongly suspect this causes increased CPU load or memory usage as apps and tasks that would have completed quickly with a faster network stall and pile up. This is unfortunate, as the foreground task might have no network interaction whatsoever, but gets slowed by a slow network.
