[ffswgsmp] Problem with compact electoral districts

Poor people tend to live in high density regions (e.g., housing projects), so electoral redistricting algorithms trying to achieve simple or compact districts will tend to put the poor into a very small number of districts, potentially far fewer than their demographic deserves.

(Though still better than deliberately diluting the poor's vote so they don't have a majority in any district.)
